Francis “Mo” Mowbray Jr, 59, of Chester Maryland, died March 12, 2015, after a battle with cancer surrounded by family. Francis, was born June 12, 1955, in Frostburg Maryland. He was preceded in death by his father Francis Mowbray Sr. Francis is survived by his mother Peggy Mowbray, and his brother Wayne. Francis leaves behind his wife Carol, her children Evan Phelps, Rachel Duncan, grandchildren Gavin Clark, and Laci and Ian Duncan. Francis also is survived by his three sons, Jason, wife Sara, grandchildren Liam and Eoin, Sean, wife Natalie, grandchildren Alexis, Melanie, Kinley, and Kian, and Eric, his wife Maranda, and grandchildren Baylee and Remington.

Francis was a 1973 graduate of Valley High School, Lonaconing. He worked as an emergency 911 dispatcher at the Allegany County Civil Defense from 1974-1976, held several safety, security, and emergency management positions at the Westvaco Luke Mill from 1976-2001, and was employed from 2001 until his passing as a safety manager for the Architect of the Capital and was assigned to the Library of Congress.

Francis was a devoted and committed member of several volunteer fire and EMS departments as a firefighter and paramedic. He was a member of the Barton Volunteer Fire Department since 1973 where is served in capacities to include Deputy Fire Chief, he was a charter member of the Tri-Towns EMS since 1974 where he served many years as the Chief. Francis moved to the DC metro area for work at the capital where he joined the Savage Volunteer Fire Department in 2001 eventually serving as Fire Chief. Francis moved to Chester, Maryland where he joined the Kent Island Fire Department and served as an officer. Over his volunteer career Francis received the Maryland State Fire Fighter of the Year from the Maryland State Fireman’s Association in 1991 and a Star of Life award from the Maryland Institute of Emergency Medical Services. Francis also served as an instructor with the Maryland Fire and Rescue Institute.

Friends and family will be received at the Boal Memorial Chapel, Barton on Tuesday March 17th from 1 pm - 3 pm and 6 pm - 9 pm.  Fire Company and EMS Rescue Service Members will hold a memorial service at the funeral home on Tuesday at 5:45 PM. A visitation will be held on Wednesday March 18th starting at 10:30 at the Barton United Methodist Church with a service following at noon. The family asks to consider donations in honor of “Mo” be made the Compass Regional Hospice, Centreville Maryland or to your local volunteer fire service.

The family wishes to extend special gratitude to the staff of Compass Regional Hospice and for the support and care of the members of our fire, EMS, and police “extended” families.
